            Senator Kessler moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

            Eng. Com. Sub for Senate Bill No. 1–A Bill to repeal §24-2F-2, §24-2F-3, §24-2F-4, §24-2F-5, §24-2F-6, §24-2F-7, §24-2F-9, §24-2F-10, §24-2F-11 and §24-2F-12 of the Code of West Virginia, 1931, as amended; and to amend and reenact §24-2F-1 and §24-2F-8 of said code, all relating to repealing the Alternative and Renewable Energy Portfolio Act; requiring a study by the Legislative Auditor on the impact of the repeal on jobs, wages and energy prices; setting timetable for report and requirements for delivery of report; creating net metering of customer-generators; authorizing rule-making authority; defining terms; and prohibiting certain cross subsidization.
